Farouk Ahmed has resigned as the Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), marking a major shake-up at the helm of Nigeria’s oil and gas regulatory landscape.
Ahmed’s resignation brings to an end his stewardship of the powerful agency responsible for regulating petroleum transportation, storage, distribution and retailing across the country—an institution that has remained central to fuel pricing, supply stability and sector reforms since the implementation of the Petroleum Industry Act (PIA).
Although details surrounding his exit were yet to be officially disclosed as of press time, sources familiar with the development confirmed that his resignation has been formally communicated to the appropriate authorities.
During his tenure, Ahmed oversaw some of the most turbulent and transformative periods in Nigeria’s downstream sector, including fuel subsidy removal, pricing deregulation debates, supply disruptions, refinery transition challenges and heightened public scrutiny over transparency in fuel importation and distribution.
His leadership also coincided with intense national conversations around petrol availability, pricing templates, refinery outputs and regulatory accountability, placing the NMDPRA at the centre of public and political discourse.
Industry watchers say Ahmed’s departure could signal a fresh phase for the petroleum regulatory authority, with expectations of policy recalibration, leadership restructuring and renewed focus on restoring confidence among stakeholders in the energy value chain.
The Federal Government is expected to announce an interim leadership arrangement or substantive replacement in the coming days, as stakeholders await clarity on the direction of the regulator at a time when the oil and gas sector remains critical to Nigeria’s economic stability.
Farouk Ahmed’s exit closes a significant chapter in the post-PIA regulatory era—one that shaped Nigeria’s midstream and downstream petroleum operations during a defining period of reform and controversy.
